There may be some freedom to reprioritise activities as they arise, but most situations will need to be done in a set order to meet specific objectives.

Role holders will carry out administrative activities. Role holders perform a range of simple, routine tasks within basic procedures and under regular supervision. Thinking involves reacting and responding to routine queries, issues or circumstances but any unusual or non-routine queries are referred to others. There is scope to reorganise and prioritise activities throughout the day, using courtesy and tact to relay and exchange information with others.

Scope of Work
Role holder provides administrative support by interpreting instructions and making a choice from an established set of methods or tools appropriate for the job. This is in order to deliver a specific service to a defined standard, clear specification or brief, to an agreed format and with specific deadlines. May be the main point of contact for a senior member of staff acting as a filter for issues and aiming to resolve at least routine problems in person, in order to provide effective support and problem resolution, recommending alternative sources/courses of action if unable to assist.
Role holders will be working within clearly established policies and procedures and will need to apply a degree of interpretation and identification of alternative solutions. Role holders provide administrative support that concentrates on the exercise of specialist skills to support functions/directorates/team across the council. This may involve guiding the work of others. Although most work follows established patterns, initiative is needed to handle equipment and follow process to resolve problems and queries.
Role holder will also react to changing priorities based on experience and judgement and without the need to refer to others.

Role holders will work under supervision and will operate with limited guidance and instructions so that initiative and judgement are required to determine how to address and resolve daily problems. There is discretion to determine short-term priorities for self (and maybe others). Contributions to development include proposing and implementing improvements to current business support methods and processes.
Role holders at this level may also provide team management/supervision as well as more specialist professional advice and support based on a broad understanding of their field.

Roles may provide a highly specialised service authoritative on methods, systems and processes and will contribute to longer-term development of the service however overall supervision from a more experienced professional is in place.

Role holders will have a workload requiring the application of both applied and theoretical knowledge. Application of methods, systems and procedures based on a thorough understanding gained through significant experience. Role holders provide analysis, interpretation and reasoned advice (rather than simply conveying facts) based on a level of theoretical understanding of methods, systems and procedures. It does not, however, require a level of understanding to design or fundamentally change the process.

They will likely be managing teams of administrative staff. Role holders have knowledge and experience to resolve complex issues; proactively anticipate problems and recommend solutions. The roles require regular liaison with customers and key stakeholders to establish and maintain effective working relationships and facilitate cohesive service delivery in a defined area. The focus is on influencing and successfully managing others to achieve service efficiency and effectiveness.

Roles at this level provide specialist Business Support advice and or lead a team providing routine procedural support. Focuses on understanding a wide range of procedures and policies and navigates a path through them to advise on appropriate solutions.
Scope of Work
Role holder is a qualified professional providing advice internally and externally within broad Business Support functions. Typically, accountable for the quality and professionalism of others, and they be managing a small, junior-professional staff team or they are an individual professional delivering a workload, for which they have a standalone responsibility. Role holders advise Council directorates about specific areas of expertise on ‘what’ and ‘how’ needs to be done (which will have a significant degree of complexity). The emphasis is on immediate solutions and there is a need to know the way around a wide range of Business Support procedures within their function and discipline. Although procedures exist, they will need to manage changing priorities and use professional judgment to respond to differing situations, whilst providing feedback on how processes work and what doesn’t. Communication skills are required to relay specialist Business Support advice relating to area of specialism, or to line manage a small team of Business Support Officers, undertaking activities which are similar in nature.

Role holders will be concerned with the provision of professional services across parts of the Council, using expertise and experience to interpret and apply business support frameworks to support user needs, and to ensure that policies are consistently applied. Thinking is often focused on providing expert support the organisation, and in order to contribute to wider policy decisions, role holders will appreciate how policies impact services. Recommendations for development of the service will be required and focussed on identifying emerging trends so that improvements can be made. Thinking at this level takes place within an existing professional/policy framework. Role holders will be senior level professionals within the Council, required to lead the business support teams across the business support structure. - Deep and broad understanding of the public sector and the challenges that it faces, with an understanding of best in class in this field.
- Strong organisational and political acumen, combined with understanding of context and the politics present within the Council, and with partners and providers.
- Experience of leading diverse professional staff/project teams with the ability to coach and mentor.
- Ability to scan horizon and understand implications of broader local government trends for the service, to solve multifaceted and complex problems.
- Able to develop and lead on the delivery of joined up solutions across a range of stakeholders/customers/partners to deliver benefits to customers and efficiencies in public sector service delivery.
- Ability to develop and review the implementation of annual plans for a work group or function, taking account of business and customer requirements.
